BPA Hotline & Codes of Conduct

As a public agency, BPA carries a special responsibility to safeguard the assets of the Federal Columbia River Power System for the benefit of the public BPA serves. As such, BPA employees must uphold the public trust, adhere to the highest ethical and professional standards, and comply with all laws. Ethical conduct is the underpinning of BPA’s core values: trustworthy stewardship, collaborative relationships and operational excellence. Our ethics program is designed to help BPA employees uphold these values.

What is the BPA Hotline?

The BPA Hotline is operated by a third party vendor. The BPA Hotline is one option for reporting suspected violations of the BPA Code of Conduct and other concerns. The BPA Hotline is not for general comments about BPA. Submit general comments about BPA to our public comment page.
 
How do I make a report?

You can make a report 24/7 from any location. You can identify yourself or report anonymously.  

  • Telephone reports: Call the toll-free BPA Hotline at 800-440-2241. The BPA Hotline is operated by a third party vendor.  
  • Web reports: Go to BPA Hotline and fill in the information fields over a secure Internet connection.

Another option is to contact the Department of Energy’s Office of Inspector General. The Office of Inspector General’s mission is to strengthen the integrity, economy and efficiency of DOE’s programs and operations.  Individuals may report allegations of fraud, waste, abuse, or mismanagement in DOE programs or operations to the Office of Inspector General Hotline.

What should I report? 

Report suspected violations of the BPA Code of Conduct such as the misuse of alcohol or drugs, gambling on government property, false reporting of time and expenses, misuse of BPA supplies and equipment, financial conflicts of interest, inappropriately accepting gifts or political activity in violation of the Hatch Act. You may also ask a question, request assistance or make a report regarding the respectful workplace policy, fraud, waste & abuse, legal violations, safety, security, compliance, or any other issue.

What happens after you make a report?

You will be given a report number and pin at the end of your report. Use them to provide additional information or check on the report’s status. BPA may also contact you through the hotline for additional information.

Retaliation.

BPA expressly prohibits any form of retaliation against anyone who reports suspected violations of the BPA Code of Conduct. If you believe you have been retaliated against, report it to your manager or other resource if you are a BPA employee. Anyone may report retaliation to the BPA Hotline. 

Privacy Act information. 

Submitted information is collected and maintained according to the Federal Privacy Act, 5 U.S.C. Section 552a, et seq. The information you submit could be subject to disclosure under the Freedom of Information Act, 5 U.S.C. Section 552 as amended.
