TC-28 (Markets+) Pre-Proceeding Workshop

BPA will hold a series of monthly pre-proceeding workshops from April through December 2026 to discuss proposed changes to BPA’s tariff to enable BPA’s participation in the Southwest Power Pool (SPP) Markets+ day ahead market. BPA then intends to conduct a TC-28 Terms and Conditions Tariff Proceeding to set and/or modify the terms and conditions of BPA’s Open Access Transmission Tariff specifically related to the proposed changes that are developed through the pre-proceeding workshop process.
