PROJECT DESCRIPTION

The U.S. Army Corps of Engineers (Corps) is proposing to remove a dam from the east channel of the Sandy River as part of the Sandy River Delta Water Resources Development Act Section 536 Ecosystem Restoration Project, which would help fulfill a portion of the 2010-2013 Federal Columbia River Power System Biological Opinion Implementation Plan to improve estuary habitat for salmon and steelhead species listed under the Endangered Species Act. The Corps, US Forest Service (USFS), and Bonneville Power Administration (BPA) are cooperating agencies in the preparation of an environmental assessment (EA).

BPA is a cooperating agency in the development of the EA because it must provide maintenance access to its high-voltage transmission lines and towers located on Sundial Island if the existing access across the east channel dam is removed as part of the ecosystem restoration project. BPA's action is limited to proposing the construction of three helicopter landing areas and footpaths on Sundial Island for routine maintenance and rock storage for emergency access.

CURRENT STATUS

In June 2013, the U.S. Army Corps of Engineers released the Final EA developed with the cooperating agencies. BPA adopted the EA and issued a Finding of No Significant Impact (FONSI) for its action on June 12, 2013. BPA plans to proceed with construction in July 2013.
