Learn moreThe BPA Energy Efficiency Tracking System, or BEETS, is BPA’s new Energy Efficiency Incentive (EEI) reporting and invoicing system replaced Interim Solution 2.0 in fall 2022. The system delivers a solution that enables BPA and its customers to optimize the conservation acquisition process through submitting, managing, tracking and reporting energy-efficiency activity in one location.
How does the invoicing process work in BEETS?
Customers will submit applications to claim each measure. BPA will then perform compliance review and oversight (if applicable). Once approved, customers can invoice applications in BEETS by grouping multiple applications together and at their convenience.
How does the timing of payments work in BEETS?
Payment is based on when customers invoice their approved applications. After an application is submitted for payment, the customer can expect reimbursement in 10 business days. BPA’s goal is to review and pay applications in under 30 days per the terms outlined in the ECA.
What are the changes, if any, to the performance payment process?
Customers will earn a performance payment on each approved application in BEETS based on the kWh savings and the payment rate per the customer’s SRR status. These Available Earned Performance Payments are held in a ‘bank’ until the customer is ready to claim them. Customers will then ‘opt in’ to claim the available Performance Payment balance at any time before the end of the rate period provided that the earned balance does not exceed the customer’s Performance Payment Cap.
In BEETS, a customer’s total rate period implementation budget is distributed into separate EEI Payment and Performance Payment budget amounts. If desired, customers can re-allocate funds between these two individual budgets at any time. Please contact your Energy Efficiency Representative (EER) to facilitate this. When a customer is ready to receive a performance payment, they submit a separate Performance Payment invoice in the system. If there is sufficient funding in the Performance Payment budget and the requested invoice amount does not cause the total invoiced to exceed the rate period cap, the invoice will be processed immediately and paid in 10 business days.

How are the ECAs impacted by BEETS?
All customers will need to sign a new ECA by 9/30 that will accommodate BEETS as the new reporting system. Please contact your Energy Efficiency Representative with any questions.
Will this process impact my applications submitted to BEETS?
No, this process will not have an impact on applications you have submitted or completed in BEETS. There will be no impact to future applications in BEETS either.
Will data from IS2.0 show up on the dashboards?
No, only applications submitted in BEETS will show up on the dashboards. You will not see any information from IS2.0 show up on the dashboards.
What is the best way to look at my data from IS2.0?
The Activity Report in SSRS is the best way to look at your data from IS2.0. In the activity report, there is a new drop down called Data Source. If you want to look only at IS2.0 data, select IS2.0 from the dropdown. If you want to look only at BEETS data, select BEETS and <Null>. The <Null> option in this dropdown are performance payment applications and some select applications such as applications in canceled status. These are all applications submitted in BEETS. If you see the option to select PTR, this is data from before IS2.0.
Note: The IS2.0 option will only show up if you have data from IS2.0 loaded. If you do not see it at this time then you may not have data loaded.
What does the applications status “Engagement Sunset” mean?
All Pre BEETS data in the SEM and EPM programs will show up in status Engagement Sunset. This status is the equivalent to Application Completed for these programs that have multi-year projects.
How do I identify whether applications were submitted in BEETS or IS2.0?
The best way to identify whether an application was submitted in IS2.0 or BEETS is to follow these steps:

Where are the applications I submitted in BEETS?
If you are having trouble finding the applications you submitted in the BEETS system and are finding IS2.0 data at the top of your applications, try sorting by the CREATED column in descending order. This way apps submitted in BEETS will show up on the top of your applications, with the most recent on the very top. Data from IS2.0 will show up on the bottom.
When pulling an Activity Report in SSRS, why do I see the IS2.0 option in the Data Source dropdown but no data shows up?
If this is the case, you likely aren't selecting the proper date range. The Application Created date range pulls from a field that is populated with a date from IS2.0. To see this data, you will likely have to expand your date range to around the time you submitted the data into IS2.0, such as Application Created From Date 1/1/2013. Try widening your date range.
