Operating Reserve-Spinning 

Spinning = immediately accessible for deployment provided by generating units that are on-line and loaded at less than maximum output (i.e. hydro) and by non-generation resources (i.e. batteries) capable of providing this service

This service must be offered through BPA as the TP, and is generally provided by the FCRPS or the scheduling customer can choose to self-supply at the designated time of election Self-supply, a customer can elect to self supply once per rate period but can change the source of the self-supply annually
