This page provides more detailed information on submitting Surplus, Repower, and Replacement requests.

Surplus, Repower, and Replacement Requests are governed by sections 3.3, 14, and 15 of Attachment L to BPA’s Open Access Transmission Tariff (OATT).

Surplus

An Interconnection Customer with a Large Generator Interconnection Agreement with a higher Interconnection Service than what has been built has access to Surplus Interconnection Service. In order to utilize the Surplus Interconnection Service, the Interconnection Customer must submit a Surplus Interconnection Service Request.

To initiate a Surplus Interconnection Service Request, the Interconnection Customer must submit all the following to Interconnection@bpa.gov:

Within 10 Business Days of receiving a valid Surplus Interconnection Service Request BPA will schedule a Surplus Scoping Meeting to be held no later than 30 Business Days after receipt of the valid request.

Repower and Replacement

Generating Facility Repower Requests must be submitted to replace aged components of generating units, at an existing Generating Facility.

Generating Facility Replacement Requests must be submitted to replace aged generating units at an existing Generating Facility.

BPA does not grant Repower or Replacement Requests that exceed the level of Interconnection Service established in the executed LGIA for the existing Generating Facility. To Increase a generator’s Interconnection Service Level a new Generator Interconnection Request is required.

To initiate a Repower or Replacement Request, an Interconnection Customer must submit all the following to Interconnection@bpa.gov:

Within 10 Business Days of receiving a valid Repower or Replacement Interconnection Service Request BPA will schedule a scoping meeting.
