Transition Cluster Study Process 

On March 5, 2025, BPA held a Cluster Scoping Meeting to discuss the Transition Requests received, the proposed grouping of the requests, and next steps for the study process. The meeting materials for the Cluster Scoping Meeting can be found here:

Phase One Cluster Study of the Transition Cluster Study

Current Status

The Transition Cluster Study is currently in Phase One. The Phase One Cluster Study, which began on April 19, 2025, was completed January 30, 2026.
