Reactive Supply and Voltage Control from Generation Sources (Schedule 2)

GSR (Reactive Supply and Voltage Control From Generation Sources) is essentially a service fee charged to users of the FCRTS to cover costs associated with the FCRPS to supply reactive power in order to maintain transmission voltage on the TSP’s transmission facilities.

These services are required to support system reliability and associated costs are applicable to anyone scheduling transmission through, out of, within or into the BPA BAA.

The rates for GSR are calculated for each quarter and posted on BPA’s website and updated as needed – Currently BPA’s rate charged to customers is $0 for the FY24-25 rate period.

This service must be provided by Transmission services as the official Transmission Provider and cannot be supplied by a third party.

What is “Reactive Supply” and “Voltage Control” and what if there is insufficient supply or control?

The FCRPS (energy) is operated in such a way as to provide reactive supply or “tuning” for all the energy flowing across the FCRTS (transmission). 

Depending on the line loading, the FCRPS is operated to produce (or absorb) reactive power in order to maintain (control) transmission voltage within acceptable limits.
