Capacity on the FCRPS is set aside for use to cover deviation in actual load from the loads schedule.

Regulation and Frequency Response (RFR) is essentially a service fee charged to users of the FCRTS to cover capacity costs associated with the FCRPS to stand ready to supply Energy Imbalance energy (see Schedule 4) in order to maintain scheduled Inter connection frequency at 60 Hz. This services is required and associated costs are applicable to anyone serving load in the BPA BAA. The rates for RFR are 0.46 mills per Kilowatt hour (or 0.43 mill per kilowatt hour when BPA is in the EIM) 

This service is provided by Transmission Services as the official Transmission Provider but can be supplied by a third party.
