Operating Reserve-Supplemental

Supplemental Operating Reserve is needed to serve load in the event of a system contingency; but, unlike Spinning, it needs to be online and able to deliver energy to serve load within 10 minutes. 
The Transmission Provider must offer this service to meet the Transmission Customer’s Supplemental Reserve Service obligation determined in accordance with applicable standards of WECC and NERC.
Supplemental OR may be provided by generating units that are online but unloaded, by quick-start generation (i.e., hydro, thermal hot but not loaded, distributed generation) or by interruptible load (i.e. server) or other non-generation resources capable of providing this service 

The Transmission Customer must either purchase this service from BPA or make alternative comparable arrangements to satisfy its Supplemental Reserve Service obligation. 

The amount of and charges for Supplemental Reserve Service are set forth in the BPA’s Rate Schedule.
