Post-Transition Cluster Study

Current Status

BPA is currently performing the Transition Cluster Study. Only requests submitted during the Cluster Request Window will be studied in the next cluster study. The Cluster Request Window opened Jan. 27, 2025 and is expected to close in the fall of 2027 after the Transition Cluster Study is complete. advance notice will be given no less than 180 Calendar Days before the close of the Cluster Request Window. BPA will provide Cluster Study updates via a Tech Forum announcement.

Submitting a Large Generator Interconnection Request

To initiate a Large Generator Interconnection Request to join the next Cluster Study an Interconnection Customer must submit all of the following to GI_ClusterStudies@bpa.gov:

• A Large Generator Interconnection Request (Appendix 1)
• A non-refundable $10,000 application fee (Payment and Remittance Instructions)
• Evidence of Site Control (Site Control BP)
• A Generation Model and Performance Attestation (Attachment A to Appendix 1)

Please cc your Transmission Account Executive and the GI Administrator on email submittals.

The Interconnection Request’s Queue Position within the queue shall be assigned based upon the date and time of receipt of all items required.
